Hal ini merespons tingginya keluhan masyarakat terhadap pelayanan dokumen administrasi, di mana 42% aduan SP4N-Lapor terkait dokumen kependudukan.<br>Rekomendasi kebijakan menyarankan pengembangan sistem pelayanan digital sederhana yang terhubung dengan Dinas Dukcapil dan Dinas Sosial, serta pelatihan aparatur kecamatan.
